FINE: “People consider fast food to be unhealthy. Fast food is considered to be unhealthy.”
LESS STANDARD, NOT GRAMMATICAL (I wouldn’t use it): “People consider fast food as unhealthy. Fast food is considered as unhealthy.”</p>
