<p>The correct answer is D, but both answers C and D seem right to me.
why isn't it C?</p>

<p>C is wrong b/c which is modifying the nearest noun or pronoun (in this case, the singular noun “family”). However, after the “which” follows “are”. So there’s an error in number agreement. Therefore D is the right answer.</p>
