<p>I put E but the answer is D. Is it because it should be .. any OTHER tool? I'm not sure.</p>

<p>And is the idiom "tendency to" right and "tendency of" wrong?</p>

<p>And is the idiom "condemn as" right and "condemn to be" wrong?</p>
