<p>For 28. “Each” is singular, that’s why was is correct, and since it is singular ‘they were’ cannot be used in this case.</p>

and for 11, A is probably the shortest answer that actually makes sense. Keep the answers short.</p>

<p>for 7, there’s nothing wrong with ‘that is’ except that it is not necessary.
‘that is’ is refereing to the insurance coverage.
People pay for coverages not premiums. also, the verb is ‘is’, which agrees with the coverage’s singular tense</p>
