Ok, when I emailed the adcom at PSU, they responded saying:
We use the GPA your guidance counselour sends us.
The gpa my GC sends her is with all the electives, making my gpa an 85, we dont use the 4.0 system.

However, without all of it, my gpa is roughly an 80, with huge improvement. so wahts the deal? no one knows ?
