2 hard writing problems that need explanation

<p>THese questiones appeared on this years test. IM stuck. Can someone give me an explanation as to why the answers are what they are. thanks...</p>

<p>Ans: A. i cannot get why (would be happy) is incorrect??</p>

<p>2) (When) L'Enfant suggested (to build) the United states capitol ( at the center of) Washington D.C., he also (offered) to design a landscaped mal nearby. </p>

<p>ANS: B.. I need a justification for this answer choice.....</p>
