<p>I remembered the general meaning of the question is that “the author of passage 2 disapproves the characterization of butterflies migration in passage 1 as______”, so I put deliberate action, since author 2 suggests that we cannot attribute migration to “intent”. </p>

yes i got it now…actually author of passage 2 asserted that author of passage 1 made the conclusion based on theory rather than empirical evidence and i also read somewhere that scientists made conclusions so that they come in line with the theories (sth in line w. it)…so i put deliberate action too
