3.1 GPA transfer from community school

Aiming Major of Electrical Engineering.

School target : UCI and UCSD and UCLA.
previously 2.52 GPA in community school, now currently 3.1. Applying this November 2020.
Hopefully any experience please share with me. Any chances for me to get into one of them? Thanks.

https://www.universityofcalifornia.edu/infocenter/transfers-major indicates that the 25th percentile GPA for transfers to EE at these UCs is higher than 3.1, so they should be considered reaches. Consider UCR (high match / low reach), UCSC (low reach), and CSUs like SFSU (not impacted, safety if you meet course requirements) and SJSU (see https://www.sjsu.edu/admissions/impaction/impactionresultstransfer/index.html#Electrical ).

Sorry but, with your GPA you are probably targeting the wrong schools.

Assuming you are in CA - it looks liek you meet the UCR TAG threshold so, look into that.

I also agree that SF State should be on your ap list.
