I expect to have 32 AP credits (8 exams with 3's or above on each) before graduation. I know these would only be elective credits, with the exception of my two 4's on Physics C E & M, but does this mean that I might be able to graduate a year early? Or maybe even a semester early?

I would also be enrolling in the Thematic Option Honors alternative and majoring in International Relations, so I am not even sure if the credits would mean anything. If they did, however, they could definitely be a selling point for USC over NYU or GW (considering the price of tuition nowadays).

Any advice, especially from current students, is appreciated. Thanks.

I think you have a good shot at graduating a year early if you want, people come in with fewer units than you and graduate in 3 years. You would probably have to work harder than usual some semesters, but it's probably managable.

It's entirely possible, and it's even more likely if you can take the placement exam and waive one or more semesters of foreign language. Talk to your department advisor when you get on campus.

It depends on your major. Some majors are very small - only around 70 units. If you choose one of those, you can easily graduate a year early. If you choose engineering, however, or a major that requires ~120 units, then you'll probably still need 4 years (unless you pack in the classes).
