$6,366,698 in Financial Aid to International Students

So Collegeboard cites the above as the amount of FA for international students. But the USC website clearly states that they DO NOT give FA to internationals.

What is going on?

Could this be in merit scholarships?

but why put them under Financial Aid? And that is a lot of merit scholarships!

Could it also include “international” students, in other words kids who HAVE US citizenship but have been educated overseas?

“Financial aid” could be need or merit based. Check the definitions that they’re using.

Take a quick look here: [USC Financial Aid - Applying & Receiving Financial Aid - International Students](http://www.usc.edu/admission/fa/applying_receiving/international/)

That tells me that international students can get merit aid.
