I am a 9th grader taking the act in April. I really want to achieve a composite score of 28. I plan on studying with act prep books. If i make no silly mistakes, I know I can achieve that score on the maths section. On the other hand I really need tips that will help me with the reading and science sections. Any tips?
Is there some reason you are taking it in 9th grade, like to qualify for a gifted program? If not, I would wait until the fall of your junior year and prepare with official ACT prep materials. The most competitive schools will want to see your entire testing history and for the ACT you pay a separate fee for each test that you report.
My tip would be to wait.

Some colleges require all ACT scores to be sent, but several accept the one(s) you want to send. But that was not the OP’s question.
To answer the question - there are several prep books / sites available. I preferred the official ACT book. I did not take my ACT in 9th (I took in 7th, then in my junior year). I did a bunch of practice tests. For passages, I read the questions first before I read the passages. And remember, there is only ONE correct answer. Focus on finding the one correct answer rather than trying to eliminate (elimination takes a lot longer). FWIW.
You can cancel. But you won’t get your $40 back. If you signed up for ACT with writing, you can get the writing portion refunded.
If you are determined to proceed, then use official ACT tests to practice. ACT also offers a prep course on line (a year’s access is about $40) that can help with your target areas. It is interactive so it will help identify areas of strength and weakness.
