A curious question

I just got an email from cornell's financial aid office asking me to send in some forms that I am missing.

My question is: Since the decisions are probably already made by now, would they have not bothered emailing me about my missing forms if I had been rejected?
Or do they process all finacial aid application regardless of the applicant's status?

Cornell claims that FA is processed independently from the admissions decisions. That's what they say, at least...

FWIW, they sent the same e-mail to me last year, and I was deferred ED.
