I'm applying for a US university as an international transfer student and the requirement of recommendation by universities are confusing to me.

Do letters of recommendation really matters for an International transferring student?

For example, UIUC regard letters of rec. as unsolicited information on the official website. It says," Please do not send unsolicited information such as letters of recommendation. That documentation will not be added to your file." This is an explicit instance.

However, U-Mich, UW-Madison, OSU and PSU don't mention the requirement for letters of rec, after I carefully read their requirements of transfer admission. Does that mean I don't have to submit the rec? Or they are implicitly required? I'm confused here.

Btw, how about my opportunities for these universities? Physics major with college overall GPA 3.5/4.0, college major GPA 3.7/4.0, high school GPA 3.9/4.0, TOEFL 99(maybe more next time) and SATI maybe 2000+, average EC and probably a dean's letter of rec. Will I have a show?

Call the schools. If they need letters of recommendation, they will tell you.
Are you first year or second year student? SAT test scores are not important at all if you plan to transfer after second year.

I shall be a second year student when I begin to apply. Yeah, I’ve heard SAT score is not important if I get enough transferrable credits, but I’m not sure if I do. Some friends of mine are also taking SAT tests. I will reconsider if I’m going to take it.
