"A Very Rare Electric Car Is Sitting In A Howard University Parking Lot"

Summary: it is a GM EV1. These were lease-only in the 1990s. GM took them back and scrapped most of them; a few were donated to museums and universities with batteries removed to make them non-running. The one described here was apparently gotten by Howard University in 2002, and then used as a project in 2008 that involved converting it into a hybrid. A 2018 project to convert it into an autonomous electric vehicle apparently did not go far, and the car is still parked there.
