Academically ineligible for FAFSA, could I still get a Stafford loan?

My first two years of college I did terrible, withdrawing from most of my classes. As a result I became ineligible for FAFSA due to not meeting the completion percentage. I took a year off, worked on my mental health, and last year went to my local community college. I completed all of my classes and ended the year with a 3.4gpa. Despite this good year I was still far off from even being close the completion requirements for FAFSA eligibility. I appealed for re-eligibility but was denied. I’m currently taking a semester off, plan on taking a few classes back at the CC in the spring (using money from working), and hope to go back to a University next fall. Although I will once again try to appeal for FAFSA, I’m planning for the worst, being denied once again.

So despite being ineligible for FAFSA, would I possibly still be able to get a Stafford loan or possibly a Pell Grant? On information I’ve read over both of them, it says that a FAFSA must be completed but doesn’t explicitly say that you must be eligible for FAFSA to receive them. Furthermore is a Stafford loan the main federal loan through FAFSA, and basically the “main” thing I’ve become ineligible to receive? Lastly, and I understand this question probably answers itself, if I am ineligible for FAFSA, am I still eligible for any of the financial help it provides (other than scholarships, which I more than likely would not receive)?
