<p>Yes, corranged is right. If you get outright rejected, then you cannot reapply for RD and have a second shot. That's what the deferral is about - they're moving you back to the regular pool to compare you to those candidates.</p>
<p>Actually... when I applied... all those years ago... I was deferred <em>and</em> waitlisted. Really fun...</p>
