I indicated my first choice is SCS yet I got waitlisted there and accepted at 2nd choice for electrical engineering. Why would this happen? Is CS super selective or something?

From last year:
431/2307 accepted

of course, it's superselective. it's CMU SCS!!

Yeah but I have a pretty strong app and usamo

Is displayed interest a big factor? I didn't do an interview or ever visit the campus...

This is a surprise...got into 4 UCs so far, applied for CS.

Same boat sort of. Into and waitlisted same stuff. Got rejected SD and LA though. I thought I'd be almost assured (as you can be for CMU) cause I did the precollege program. Guess I didn't have a strong enough interview. That's my only guess. Ah well. It's still CMU. And transfering's always a possibility of an option.

Is interview a big deal for SCS? I didn't do one at all.

While it it is naturally disappointing that you did not get in to your desired major (I haven't even heard back yet), I don't think that you should be very worried.

First of all, as others have stated, CMU SCS is extremely selective --- I have heard of people choosing it over MIT (although the student received merit so there is bias). Also, if you choose to go to CMU in spite of your decision, you can still take any SCS classes that you want. If you get A's in some of the more challenging SCS courses, I don't think it should be difficult to transfer into SCS even for the second semester... however, seeing as some of the courses have a tough curve, I don't know how easy that will be.

If you really want to do CS, I'm 99% sure that you will get into an excellent CS program elsewhere, although this might give you an opportunity to see what ECE is like and maybe you can transfer to SCS.

AND, CMU CS is definitely harder to get into than many of the UC's, especially for CS, unless you are an OOS-er :-P .
