acceptence and college's interest in finaid

this is a ridiculous question, BUT..... do colleges worry about financial aid only for accepted applicants? or do calculate financial aid for ALL applicants and then just send it to those that are eventually accepted. For example, if i left off a signature, would it be a good sign that the college finaid person noticed and sent it back asking for it? I know i'm reaching, haha but i'm just curious if colleges would take the time to do that if they weren't going to accept you. I mean why would they be reviewing a rejected students financial aid form, right?

for all applicants. Admissions and fin aid are two separate processes, and fin aid department has no idea who has been accepted. They are paid to calculate and prepare a fin aid package for every applicant.

okay thanks for the info ! (that is what my better judgement told me)
