ACT--added new section in the middle of the ACT to test it out. How is this okay?

My son took the ACT last month. As everyone knows, it is a long test, and time and endurance are crucial. The announced during the test that they were adding a new section, that didn’t count on their score, but would help them to create their future tests. My son was also doing the essay portion, and this test came before the essay portion. This seems incredibly unfair —the kids are already exhausted, and need as much energy and focus to finish the test to the best of their abilities.

Curious if other parents agree that this is wrong. Also, not sure of the best way to reach out to ACT and let them know. Any advice would be appreciated.

ACT announced months ago that there would be a 5th section after the 4th. It doesn’t count.

But ACT is pretty much admitting that the Essay doesn’t matter that much by giving that 5th section before the Essay.
