Sorry to ask such an open ended question but I am trying to find out whether the top tier pay more attention to the ACT composite score or whether they pay attention to each individual section. I know schools list composite scores only in their Common Data Set listings whereas for the SAT, they list individual scores for Math and Verbal. So, if a composite score comes out at let's say a 31 but one section was particularly low (let's say a 24 in Math) does that matter to schools looking for a 30-32 composite?

Depends on school. Most rely on composite but a number, like many of your high level eastern schools, pay particular interest to math and English and some colleges, examples: Rose-Hulman and Georgia Tech, rely only on the math and English score and ignore the rest, including composite.
