ACT- Do schools consider English and Math more than Reading and Science?

I’ve noted that Common Data Sets report ACT composite scores but also the 25-75 for English and Math.
Does this make admission committees look at these 2 sub-scores with more importance?
My son has the following scores:

            April    June

English 31 26
Math 27 31
Reading 31 34
Science 24 31

Comp 28 31 Superscore 32

After his first test, he tutored in math and science intensively and raised those scores significantly but found the English harder in June (or maybe just wasn’t awake yet!) and that score dropped significantly.
Most of the schools he is interested in do not superscore the ACT. Should he still send both sets of scores? Not sure I can convince him to retest.
