I had only taken the SAT once and pretty much bombed it receiving a low score under 1300s. Would taking ACT with two SAT subjects and turning those scores in be the same as SAT 1 with two subject tests? Or should I retake the SAT 1 submit it with the two subject tests. The subject tests I’m taking are chemistry and math level 2.
You should take the ACT and two subject tests if you feel like you would do better on the ACT.
Why are you taking SAT subject tests? Are you applying to a school that requires them?
ACT with math 2 and chemistry will meet the test requirements of any college that requires SAT subject tests. Be aware that more than half of those that require subject tests actually take the ACT in lieu of both the SAT and SAT subject tests. Note that there is one college, Georgetown, which does not require but strongly recommends subject tests, that recommends three. Thus, if you are intending to apply there, you may want a third subject test; otherwise two is fine for all colleges that require or recommend them.
