ACT vs. SAT - How do colleges use when BOTH are submitted?

Especially with ivy colleges and colleges in the Northeast - which are the ones I'm applying to - I hear a lot about preferential treatment of SAT scores over ACT scores. My ACT scores are significantly better than my SAT scores [35(2340 according to conversions) vs. 2170], though. I was going to submit both, but I'm afraid they'll look at the SAT score only and use the ACT as a 'back-up.' Obviously I would want them to look at the ACT first.
Anyone have examples as to how top schools use these scores when they're both available?

They use a conversion chart and then consider whichever is better.
