if act takes the place of sat i and sat iis why dont people jsut take the act?

ACT doesn't take the place of SAT and SAT Subject Tests. ACT can supplement for the SAT, but you still are required for SAT Subject Tests.

Some colleges in the Northeast accept the ACT in lieu of the SAT I and SATII's. Check with each colleges' respective website if they do such a thing.

I recently visited Tufts, Brown, and Columbia and I think two of the three said that they will take either the SAT I and SAT IIs or the ACTs. They did NOT require both and ACTs were not a supplement.

Of the ivies, the ACT can be submitted in lieu of both the SAT I and II's at Yale, Brown and Penn but rest still require II's if ACT submitted (and Princeton has limitations on who can submit ACT in lieu of SAT: only those whose other colleges being applied to require the ACT and won't take the SAT). Some other colleges that accept the ACT in lieu of SAT I and II's: Duke, Tufts, Amherst, Vassar, Wesleyan, Pomona) but there are still many that require the II's even if ACT submitted, e.g., all UC's, MIT, Rice. You simply need to check with each college that usually requires II's (only about 50 US colleges) to determine the policy for each (that information is usually on-line at the college's site.
