Act ?

I read that USNA will take a candidate's best math and verbal scores from two different SAT tests and combine them. If this is true, then will they do the same combining for the ACT?

yes. but they will not mix SAT and ACT. Highest scores, same exam type, different test dates.

Another question: If my school uses A’s instead of A+'s does that put me behind the eight ball in terms of admission against other candidates whose school’s give A+'s? For example, If I have the same percentage as a candidate from another school, and I receive a 3.67 (A-), that candidate on the A+ 4.0 scale would receive a 4.0 (A)

No, not really. This is why ranking is so important. Beyond standardized testing, it’s impossible to compare an A in one HS vs. an A+ in another. And most of the USNA are not professional admissions staffers, but rather on momentary assignment. Conversely, their approaches to evaluation transcripts and candidates works these out. Don’t sweat what you cannot have any impact on. And this is one of those. Sweat the things you can. Do your best.

But your question illustrates clearly why SAs …unlike many secular institutions enamored with eliminating ranking and competition from assessments (you know …everyone gets a trophy mentality?), consider class ranking an important measure of evaluation. How are you doing relative to your competition? How does your A compare to the other guy’s A?

And equally unlike secular institutions, everything of value is measured competitively @ USNA, and to a huge extent, determines future opportunities. Not saying those finishing last don’t get trophies …McCain continues to garner senatorial seats …but generally the top dogs garner top opportunities.
