GPA: 3.6
I have not taken my tests but I score around a 1300 on practice SAT and I will get around 28 on the ACT

And in the A-G courses when applying, do I have to put down every class that qualifies? For example I did not do very good in my world history class but I have 2 other years of social studies classes, so do I have to put the world history class on my application?
You have report all a-g courses from 9-11th grade and it does not mater that you have met the minimum a-g course requirements. For SDSU, you want to above the minimum a-g course requirements have some UC approved Honors/AP/IB or DE courses on your record to be competitive. If your transcript shows the class and grade and you do not self report correctly and you are accepted you could be rescinded due to the grade/course discrepancy.

Once you have some Test scores and your CSU/UC GPA calculated, you then need to calculate your eligibility index
(CSU GPA x800)+ (SAT Math + CR).
You have a decent chance at an acceptance you want an EI above 4100.
SDSU admits by EI and major. They rank each applicant based on EI and major and accept from the top down until all spots are filled. Local applicants have a lower EI threshold but being local does not guarantee an acceptance.

Is the GPA of 3.6, your CSU/UC GPA since you have not finished 11th grade yet?? Until you have an actual score, then you cannot assume anything. Come back with your real score and CSU GPA after you finish Junior year.

If 3.6 is your CSU GPA - i think you’d be admitted to most programs at SDSU. Since the school is competitive and the admission threshold varies somewhat year to year, I’d encourage you apply elsewhere too. Depending on your interests, maybe Long Beach, Pomona, Fullerton and Chico.
I got in with a 3.8 and 1180 on the sat i was below the eligibility index but still got accepted. I also got accepted by the third best UC, UCSD but i was waitlisted by UCSB. Its a matter of luck and randomness that plays a huge role in getting accepted if you are around their average criteria
a 3.8 and 1180 gives you an index of 4220 - well above the 4100 index. Your admission to SDSU wasn’t luck and it wasn’t random. You deserve the seat.
UCs consider a number of factors beyond GPA and SAT - clearly, you wrote compelling essays and/or had interesting ECs ec or UCSD wouldn’t have accepted you.
