Can you get into a CSU with a 3.3 GPA but I got to D for my second semester of April language and second semester of Honors precal, I still have not gotten the SAT scores but let’s assume I got a 1,000 on the new score. Can I still get into a CSU ?

If the D causes to you have fewer than four years of high school English courses with C or higher grades, then you will not be able to meet the a-g subject requirements unless you meet the English subject requirement some other way (e.g. 3+ on AP English test or 680+ on SAT writing, according to https://www.calstate.edu/sas/documents/admissionhandbook.pdf ), or earn a C or higher in a repeated or substitute English course.
as long as you meet the a-g requirements with a C or better - you’ll be considered for CSUs.

You will have to calculate your CSU gpa but, with a 1000 SAT and a 3.3, your Eligibility Index is 3640 which will get you into most CSUs. Take a look at Sonoma, Sacramento, Northridge and probably San Marcos, SJSU for most majors. You’ll need a little better SAT to open up Chico, Long Beach and Fullerton.
As stated above by @ucbalumnus, you need to meet at least the minimum a-g course requirements which includes 4 years of English, so getting a D will put you below the minimum. You need to repeat the class with a passing grade of C or either get a 3 or higher score on the AP exam or SAT of 680 writing. You will not be eligible to apply unless you meet the minimum of 15 a-g courses with 11 completed prior to applying.
The D in Pre-calc will be included in your CSU GPA unless you repeat, but the class can be validated by taking a higher level Math class in your Senior year. At the moment, unless you repeat either class this summer, the D’s will be included in your CSU GPA. Does your CSU GPA of 3.3 include the D’s in the calculation?
Along with schools listed by @NCalRent, I would include 1-2 non-impacted campuses such as East Bay, Stanilaus, Channel Island, Dominguez Hills or Bakersfield to make sure you are accepted some where.
My second semester GPA was a 3.2 with both D’s because the rest of my grades where A’s and one B so it came out good, but I don’t know what it will look like when I put it into the previous GPA overall all my years of a 3.3, also I still don’t know what my SAT score is I was assuming.
And for the precal what would look better if I took AP stats or AP calculus?

To validate your D in Pre-Calc, you need to take a Calculus class, so AP Calculus. Caveat: Make sure you understand the Pre-Calc material before taking the class. You do not want to risk any acceptances from being rescinded by getting a D or F in the AP Calculus class. Does your school offer just regular Calculus? Might be a better and safer option.
