I can't answer your 3 questions directly, but I can say that reputation-wise, Fudan beats HKU anytime. At least, it seems to be more highly respected than HKU. This is NOT to say HKU is not good of course. I am sure it is also respectable.

I am not sure. It's kinda weird to compare two schools, one in mainland and one in Hong Kong. Fudan is very well-known in China especially for its science/engineering if I am not mistaken. If he/she wants to develop his/her career in mainland China, Fudan is probably a better choice. It also has the edge in terms of applying to engineering grad schools in the US since the grad programs here probably have many coming from Fudan year in and year out. HKU, however, is probably more well-rounded. It has a longer history as a well-established university in a very international/fairly westernized city. Hong Kong is the 3rd largest financial center in the world and it's business program is well-developed. It's medicine (recognized among the British Commonwealth countries and probably the rest of the world) and architecture programs are also pretty good. The medium of instruction is English in HKU, so one cna continue to have more exposure to this international language. But if your friend doesn't really know much Mandarin, I guess being in Fudan is gonna force him to become fluent in it and that becomes increasingly important these days.
