Advice urgently needed for someone planning to transfer to PITT or Temple U.

Background:
I'm currently a student attending a community college in my area and I'm trying to decide which of these two schools I should transfer to. I would like to get a degree in civil engineering, which both schools offer. I live close to Temple and would only have to pay the in-state tuition for both universities, they're also fairly close in price.

So my deciding factors are:
- Temple is in Philadelphia, where I want to live for the majority of my life. (This would possible give me more connections in Philadelphia than if I were to go to Pitt?)

Pitt has a higher ranking, but I've heard that it's not important because they're both only mediocre schools for engineering.

Pitt offers more variety in their engineering disciplines, in case I decide to switch majors.

ANY advice would be very much appreciated. Thank you to those who reply in advance.
