Just wondering if anyone is familiar with advising for those entering as undeclared majors. Is there adequate opportunity for advisement prior to choosing a major and a department?

Not really. They essentially just admit people, and then it's up to them to decide what they want to do. You can go talk to Undergraduate Advising, but it's mainly other students working there. If you're looking for someone to guide you through four years and coddle you, then a private school would probably be better. Or if you're dead-set on Berkeley, you can take some general, popular courses like Econ, Soc, Phil, or some L&S overview courses.

If you're in College of Natural Resources, you are assigned a faculty advisor. In L&S and you are undeclared, you will not have an advisor. I don't know about the other colleges.
