advisor instead of dean writing rec

For some of my schools, (Harvard and Barnard) the Deans report says the form can be given to an advisor to be filled out as well. I've actually taken a class with my advisor, got an A in it, and feel as though he knows me pretty well. I'd love to give him the CommonApp form and the Georgetown form as well. The CommonApp says, "You should give this form along with a stamped envelope to a College Official at your college/university. (in bold) This form must be completed by a dean or other college official who has access to your disciplinary record and to your academic record." (my advisor does) Gtown's just says, "Dean or appropriate college official"
Any ideas?

Apparently, even my Dean didn't have access to the academic records. But for my school, I tried to give my advisor to fill it out but she sent me to the Dean.

I gave them all to my advisor. Even the ones that don't mention the option.

i gave it to my advisor, she said no problem, she also wanted a resume
