Some schools I’m applying to, including Syracuse University and George Washington Univerisity, require that all SAT scores be submitted. My question is does this requirement include SAT Subject tests as well?

It depends on the school, I recommend you take a look at the website, and if it still isn’t addressed you should call the schools.
George Washington does not require all test scores. In fact, it no longer requires any test scores as it has joined the test optional group of colleges The only ones required to submit test scores are home schooled applicants and those applying to the special BA/MD program and for those you can send whichever scores you want to send.
Syracuse requires all SAT scores but does not require any SAT subject test scores. In fact, subject test scores will be ignored even if sent because they are not used at all in determining admission. Note, it also does not require all ACT scores if you choose to send ACT rather than SAT.
The only colleges I am aware of that actually have an all scores rule other than Syracuse are the following:
Georgetown requires all SAT, all SAT subject test, and all ACT scores.
Yale and Duke require either all ACTs or, alternatively, all SAT and all subject tests; if you submit any SAT or any subject test scores, you must submit both all SATs and all subject tests.
Cornell is somewhat ambiguous but appears to require all SATs or alternatively all ACTs, plus all subject test scores.
Stanford and Penn require both all SATs and all ACTs, but you can send whatever subject test scores you want to send.
Carnegie Mellon and Harvey Mudd require either all SATs or all ACTs, plus all subject tests
Rice and Tufts require all SATs if you send any SATs but you can send the ACTs or subject tests you want to send.
UCs’ require all SATs if you send any SAT but you can send whatever ACTs or subject tests you want to send.
Barnard’s rule is ambiguous and unclear whether it is applicable to subject tests. It says it “expects” applicants to submit all test scores, but does that while mentioning submitting either SAT or ACT and not subject tests.
