Am I allowed to upload my SAT score report, or do I have to pay the college board more money to send it?

The language of their portal and the email that was sent to me is confusing. It says “Upload now! Official SAT I or ACT with Writing results can be submitted directly to UBC from the appropriate testing agency. UBC’s institution codes are: SAT (0965) and ACT (5259). If you do not intend to submit a standardized test score, please upload a statement including your name and student number confirming you will not be submitting a test score.”

It says “Upload now!” and uses the word can rather than should or must in reference to official score sending, which implies that both are options. However, on the upload page, it says “Please upload your documents on this page. Any documents you upload are considered unofficial. If admitted based on the uploaded transcripts, an official transcript must be received in order to confirm your offer of admission.” By only mentioning unofficial transcripts and not unofficial score reports, it implies that the only unofficial documents they accept are transcripts, and not score reports, so the upload feature is only allowed to be used for “a statement including your name and student number confirming you will not be submitting a test score.”

These implications are completely contradictory. However, through my own searching, I cannot find anything more specific than that on their website. Does anyone have such a link from their site confirming it to be one way or the other? My SAT score is a 1510 so I would prefer to upload it despite it being test optional, but I would also prefer not to pay an exorbitant amount of money to do so if it can be avoided.
