Any chance to get into a good political science Phd program?

Hi to everyone, I am new to this forum. I am italian and I'd like to apply to a Poli Sci PhD program in US universities for the 2011 admissions. I'm just wondering if I have some chances. I have a BA in Political Science (with a concentration in International Relations) with a GPA of 3.5 more or less and a Msc in Political Science with a GPA of 3.8 with a research masters thesis on Comparative Politics (differences and analogies between Italian and US democratic system, it took me a one-year research), I graduated with a final dissertion. As experience I have done the model NMUN (at United Nations) but apart from some project with my professors I don't have any publications. In these days I will also take the GRE and hoping in a good result, I already have three good letters of recommendation.

I have heard of people who didn't get in anywhere and they were really qualified, that's sort of bugging me, please can anybody tell me if I have some chances to get into some good (top 20) phd program?

Thank you so much
