I'm interested in applying early to harvard, but i was wondering if could also apply to a local university with rolling admissions. On Harvard's site it says:

"Students are allowed to apply in the fall to public institutions under non-binding rolling or Early Action programs, and they may apply to colleges under Interim Decision programs, which inform applicants of admission after January 1."

I'm not sure is the "which informs applications of admission after January 1" applies to just internium decision programs or also to the non-binding rolling programs.

You are allowed to apply to schools if they are not early notification schools. Early notification means that there is a specific early date that applicants are told if they are admitted or not. Thus if the school has an early notification, or early action policy you can not apply and apply SCEA to Harvard.
You can however apply to rolling admission schools. Rolling admission schools do not have a specific early notification date. As applicants apply they are told (usually in a specific number of weeks) if they are accepted, rejected ect. They can apply as early as the school permits.
University of Michigan is a rolling admission school. That is an excellent school that has rolling.
