Unfortunately, I decided to see admission for US colleges recently (when I was finishing the second year of a foreign college). The requirement for many US colleges is NOT study more than 2 years to apply as a transfer. And this year I´m starting the third year.

My question is: Can I apply as a transfer for the next year (2015) having 2 years completed at this time and stop my studies this year at my actual foreign college?

If not, can I apply as a freshman?

You cannot apply as a freshman.

You need to contact each place on your application list, and ask whether or not you can still be considered as a transfer applicant. Many will say it is OK. However, you will probably not be able to transfer all of your course work, and you should expect to spend a minimum of two full years at the new institution.

One college answer this to me: “So long as you do not complete more than two years of college by the matriculation date you apply for, you will remain eligible to apply. However, if you have completed at least 1 year, you are no longer eligible for freshman admission. Please note that the transfer application deadline for this fall was on March 1, 2014 and we are no longer accepting applications.”

I think this means what I said, I have to leave now my actual college before the third year to apply for a new college. Is it?

^Not exactly. It says you can’t have attended over 2 yrs of college, which isn’t the same as ‘before the third year’. In the OP, you said:

For instance, if your college is on the sem system and you have completed 2 yrs and 1 sem by the time you were to matriculate, then you don’t qualify.

Yes, Entomom´s answer is correct. That anwer was from Harvard is someone want to know.
