Applying for a major but changing before freshman year

The other day I got an email from Binghamton University saying that they are unable to offer me a spot in their Harpur College of Arts and Sciences. I plan to be a Psychology major in college and I am pretty much committed to that decision. However, Binghamton did offer me a chance to be considered for admission to their College of Community and Public Affairs as a major in Human Development.

I don’t think I would particularly enjoy Human Development if I were to apply again (even though it can lead to some opportunities in psychology). My question is if I got accepted into Binghamton as a Human Development major, could I immediately switch majors to Psychology before freshman year or would I have to wait a year?

You would have to wait to switch majors but you will probably be taking general education requirements that you will need as a Psychology major anyway.
