applying to public universities outside my home state?

Im a californian and i want to go to a CUNY (city university of new york)
but i hear that public universities like that dont really accept out-of-state students or something, how much is this true?

To the best of my knowledge, every public university in the US admits out-of-state students. However, public universities usually charge out-of-state students a higher tuition rate, and often hold them to higher standards for admission. If you read through the website carefully, you should find the details on how CUNY deals with out-of-state students

lol, public universities dont accept OOS students? Whoever told you that is a moron and you should never listen to him or her for such advice again. At many state schools, the majority of students ARE out of state, and in-state students are a minority. However, most state schools have between 25% - 10% OOS students.
