I was just looking through a lot of the clubs at Rice that interested me, and most of their websites/facebook pages have only had 1 or 2 updates in the past year, and only have ~10-20 members. Are clubs at Rice less important compared to other colleges? Or are they just not portrayed well online?

What you’re seeing is more a lack of a dedicated, consistent online presence than a lack of club activity. There’s definitely a lot of people involved in clubs and other organizations on campus and plenty of very active organizations. Many of them just don’t take the time to update their websites in a timely manner and don’t have much of an online presence.

Even some of the residential college websites have a tendency to be outdated (e.g., not updating officers after elections/appointments).

Edit: If you have specific organizations in mind, I’m sure the current Rice students around here would be happy to tell you more. Feel free to PM me if you’d prefer.
