Are natural born and residing California residents considered Ab 540?

I’m confused about Ab 540. I’m born, raised and residing in California. I have all documents. Does Ab 540 only apply to immigrants?

AB540 applies to “non-resident students”.

Are you a California resident? AB-540 is for non-residents who grew up in California. Natural born citizens can use it if they went to a California high school three or more years and graduated, but then lost their California residency, but AB-540 is aimed at immigrants, yes.
