Are Out of student (OOS) eligible for any merit based aid at Michigan?

I did not get any as an incoming student, but I won scholarships throughout my time at Michigan.
Merit aid comes from the college/school you are applying too inside UM. The amount and how competitive it is varies widely depending what college you are applying too. My OOS daughter got one of only 8 merit scholarships from the School of Art and Design (all 8 were the same) and they said they accepted 150 students this year. If you use that info that would be 5% of the people that got accepted got a scholarship offer. I’m sure it varies a lot depending on the program.
LSA gave out only 20-30 merit scholarships to out of state students this year. I wasn’t lucky enough to receive one (34 ACT, 4.0 UW GPA). The Provost Award is a sizable need-based award, though, and Michigan also meets 100% of need for incomes under 90k with less than 50k assets!
We are OOS & my daughter received the full Shipman Scholarship (merit scholarship) which is 30K/year. I believe anywhere from 35-45 of these Scholarships are awarded each year. There are also approx 18 Stamps Scholarships which I believe is a full ride.
The 20-30 number came from Campus Day, but I’m not sure if it’s correct or not.
