Its encouraged but not required. Learning another language can make you more attractable to employers because there are engineers who work with other countries. Theres a table online for the writing requirement
One benefit is you may get credits for Intellectual electives although there is no language requirement in CoE. My D got 4 credits from AP Spanish AND 4 credits from the placement exam. The two equivalent courses are shown on her transcript. The AP credit policy change quite often. I think they have decrease it to 3 credits now.
For engineering, you won’t get any credits for the writing placement, but for Spanish you can get up to 8 credits
