Are these considered academic recommendations?

Reed is my top choice and I want to major in Music. A college counselor at my school said that they may not accept a recommendation from my Music teacher, but if I want to study it and I've had him for AP Theory and private voice and theory lessons, would that be considered academic? I emailed an admissions rep about this but she's out of town.
Also, would French be a good idea for the other teacher to ask? I'm not a math or science person and I'm not comfortable asking any English teacher I've had (last year mine didn't like me even though I got a 4 on the Lang test, teacher I have now I've never had before). And I don't feel as if my social studies teacher knows me well enough, so...
What do you all think?

I’d like to add that both my Music and French teachers are instructing me in AP courses currently, and that I’ve worked with my Music teacher for 4 years and French for 3. I really can’t think of anyone else I’d rather ask; math and science are out of the question and I’d be risking great recommendations for good ones if I went with English or Social Studies. Kind of freaked out right now, any advice would be appreciated :(

I think you should submit the music teacher rec as an additional letter of recommendation, but I do think that you definitely need the 2 academic recs in addition to it. I was talking to an admissions counselor a few weeks ago about what qualifies as a academic rec and he said that a language would. And it doesn’t matter if you aren’t a “math or science person” if you worked hard in one of those classes then that might be an idea, or you could give your social studies teachers your resume as well as a typed up reason why you wanted them to write your rec (what you gained from being in their class, how you grew as a student, etc.) anything that would help the rec seem more personal

I could maybe ask my AP Euro teacher from last year…but I ended the class with a C in the second semester! Wouldn’t that look bad? He knows me well personally and knows I work hard even when I don’t totally understand the subject material, I spent hours talking to him about academics and was considering student assisting for him next semester…so he’s an option. Another option is my current Social Studies teacher, who I had for 2 classes last year and 2 (1 AP) this year, but he doesn’t know me very well as a person and I would likely get a generic “works hard, good student” letter.

I definitely don’t have a math or science teacher I can ask. Doesn’t it look bad to go back to 10th grade? I had a good relationship with my Bio teacher, but we haven’t kept in contact much since…I had an awful relationship with my Chem teacher last year, and I’m not taking a science course now. My current math teacher doesn’t know me very well, last year’s retired, and I don’t talk to 10th anymore…

I know I’m overthinking this but I really, really want to help my chances in any way possible.

(Also, is French okay then? Or is it still not academic since it’s an elective?)

I emailed the admissions office, so I’ll have to wait and see what they say.
In the meantime, feel free to provide any other input.

Asking admissions is the right approach. :)
