<p>I was recently admitted to USF which I am very happy about but I was also notified by the people in charge of scholarships that I do not qualify for any Admissions Scholarships due to problems with my residency. From what I understand those scholarships often cover a significant amount of the cost of attending USF. Is it late to look for scholarships elsewhere? I am pretty inexperienced when it comes to that. Thank you in advance.</p>
<p>You still have time to apply for scholarships (for fall 2015?), but scholarships for international students are rare.</p>

I think that’s referencing “active duty” related scholarships, that are awarded to active duty (military) family members.

It may be a challenge finding a scholarship, this late into the year.
Another option is taking a year off, and then applying next year (and applying for the scholarship). You could also take some classes that first year and then transfer. USF does offer international transfer scholarships.

Notice how that transfer scholarship happens to be $500 a semester?
Try to reach out to someone at USF International Admissions and ask the questions. They may have some better options available.

I believe a non-duty scholarship is a scholarship you don’t have to work for to receive. Like the Pell, you receive it based on financial need and you don’t have to do anything in return. Some scholarships require you to do or be a part of something like an athletic scholarship. Those would be, I guess, active scholarships.
