Claiming florida residency for tuition purposes?

So I am a citizen of argentina and I have found the Latin American - Caribbean Scholarship (LAC) which would allow me to calim florida residency for tuition purposes. But it requires the student to be awarded a non-duty scholarship of a minimum of $500 per semester paid from either state or federal funds.
How does one that wants to apply for this LAC advantage go about receiving a non-duty scholarship from federal funds?

Some colleges have special $500 scholarships, that they offer to international students, so they will qualify for the LAC (in-state tuition).

Note that it may be easier to be awarded a merit scholarship (and then qualify for the LAC) at other Florida public universities (USF, FSU, etc.).
