<p>I dunno . . . if that’s the price to pay for the scholarship, it doesn’t seem all that burdensome. I’d want to know if student housing stays open over winter and spring breaks . . . if it doesn’t, that could be a problem.</p>
<p>I’d have a hard time sending my freshman off knowing they could basically never come home for more than a few days. And it may be limiting in terms of career development to have to stay in Utah every summer, particularly if the student might want to end up somewhere else ultimately. It may indeed be a price families are willing to pay for a free ride, but that would be a pretty big downside for us.</p>

<p>If you only have to establish residency once and not re-confirm physical presence every year then that is less onerous. I wonder if you can establish residency without a driver’s license if you don’t drive.</p>
<p>Just got off the phone with the Dir. of Admissions at Utah State:</p>
<p>(1) driver’s license is NOT required - you just have to show that you don’t have a DL (or car registration) in another state</p>
<p>(2) dorms remain open during winter and spring break to accommodate those students who need to stay on campus to establish residency (and dining halls remain open, as well)</p>
<p>(3) the one-year limit on OOS scholarships is by state law, so it’s not flexible, but they do make it as easy as possible for OOS students to establish residency during their freshman year, and there are a lot of OOS students who do it.</p>
<p>I think Utah State should be added back onto the list of full tuition/full ride scholarships - with a footnote about the residency requirement.</p>
<p>ptyfam6 you might want to start a separate thread for that question. I don’t know about Tulane, but I do know that some schools will entertain an appeal for a merit aid re-evaluation, but typically only if something has changed. If the student re-took the SAT or ACT and scored higher, for example (particularly for stats-based awards), or for more holistic awards, any important change in the student’s “resume” might be grounds for requesting a reconsideration of the merit award. You might ask in the Tulane forum.</p>
<p>The biggest problem I have with “establishing residency” in Utah is that the student can no longer be shown as a “dependent” when the Parents file their tax return. Hmm… guessing that most parents are footing the college bill, so one would think that child would be pretty “dependent” on the parents, wouldn’t they? </p>
<p>So, in short, I guess one needs to know what the motives were for Utah State to offer this type of “non-resident” scholarship? It seems that Alabama and other southern universities do it to attract top notch students which will drive up the Universities’ overall GPA/SAT/ACT numbers that they publish; make sense? So, again, why does Utah State do it? To increase the citizenship of the state? </p>
<p>Furthermore, the University of Utah offers full, four-year non-resident scholarships that pays all of the out of state tuition for a total of eight semesters. So, what does “Utah law” say about that? That being said, it’s not an automatic scholarship like Utah State and others offer based on a simple graph of GPA and ACT/SAT scores.</p>
<p>Personally, I think it’s a bit of bait and switch on their web site as it appears they are offering something similar to those southern schools but the fine print says differently.</p>

That same OOS student will have their first year OOS tutiion/fees paid but the University will only pick up the in-state portion in years two through four unless that student establishes residency.</p>

<p>Utah taxpayers can certainly say that they’re not willing to pay more than a certain amount for OOS scholarships - and that’s not unreasonable. So a school with competitive scholarships (like U of Utah) can simply set a cap on the number of competitive OOS scholarships it offers. Meanwhile, Utah State can’t set that kind of limit on the number of automatic scholarships it awards, so it limits the full award to freshman year only - again, not an unreasonable solution.</p>
<p>Obviously, the net dollar result is going to be the same whether you have 100 students getting (a) an in-state resident’s tuition reduction plus an in-state full tuition grant or (b) a grant for the full amount of OOS tuition. But it’s not going to show up the same way on the state budget!</p>
<p>I think that the residents of some states would be appalled to discover how much of their state higher education budget is going to scholarships for OOS students. It’s all well and good to say that the OOS scholarship initiatives improve the quality of the schools . . . but when the state taxpayers can’t afford to send their own kids to the state flagship, that’s not much consolation.</p>
<p>If you don’t like Utah’s solution, then don’t send your kid to school there. And I agree that the Utah State scholarship link that’s been posted in this thread is misleading. The link goes to a .pdf document that does NOT disclose the one-year limit. <p>No, the award simply converts from full OOS tuition during freshman year to full in-state tuition in subsequent years. If the student opts not to qualify as a Utah resident, he or she still gets an award for the the full amount of in-state tuition during those subsequent years, but then has to make up the difference him or herself.</p>
<p>The point of the thread is automatic awards, and I don’t consider an award that requires hoop-jumping like establishing residency while in school to be automatic.</p>
<p>There’s almost always hoop-jumping to keep the award for future years, though, generally a required GPA. </p>
<p>Bob, it’s your list and you’re welcome to limit the criteria as you choose, but I’d personally be happy to see here items with certain caveats like having to establish residency or being first-come, first-served until the money runs out, etc. For those with hoops, any particular family might find a particular set of hoops too onerous, but that’s a rather individual decision.</p>
