I'm not sure about what my GPA actually is, because I haven't been able to find out how to convert my grades (here, in Brazil) into a 4 point scale. Anyway, in a 0-10 scale my grades range from 5 to 6 in physics, math, chemistry; 6 to 7 in biology, and from 7 to 8 in history, geography and languages. It might sound awful but Brazilian grading system is different: a 10 is something VERY unusual even for the best student of the class.

My test scores are:

SAT = 1580
ACT = 30
TOEFL = 613

I'm thinking about applying to: Oklahoma U, Denver U, Temple U, Florida SU, Stony Brook, Connecticut U and Auburn.

Well your rank is pretty good.
Your SAT scores ... they're really far from being "good". I would recommend you to avoid sending these scores.
Your ACT scores, on the other hand, seem much better. You probably want to send these scores.

I'd say don't worry about your GPA since your rank is good. And send the ACT, but don't send SAT.

I'm of course no expert but that's the best I can tell you.

Duckzin, In Nepal, we also donot measure in 4 but in 100. The highest comes around 78 to 80.
Most of the coleges that I have applied use common app. Class rank is itself a part of the application. For those coleges that donot use common app or have no specific form to be filled out by guidance counselor, I requestd my GC to mention my class rank in reco and that worked.
