"By November 1st" - Does that include November 1st?

<p>I realize this was super irresponsible, but I still have things to tidy up on my Common App essay. Believe it or not, even one more day would be helpful for me. </p>

<p>So when a college says "by November 1st," does this actually include November 1st? Or should I have everything submitted tomorrow?</p>

<p>It’s not that irresponsible. Submitting AFTER the deadline, THAT would be irresponsible :)</p>
