California in-state tuition

I am a California resident. My daughter moved to California from another country to live with me, before her 18 birthday. She is 21 now and has been continuously living in California for 3 years. I also claimed her in my tax return. She is unmarried and not working. She completed a transfer degree from community college. I paid Out of State tuition for the first year and paid in-state tuition for the second year in community college. Currently, she applied to CSU to continue her study. We included my tax return as a supporting documents. We are still waiting for the result of her CA residency. I want to know if there is a chance to get instate tuition in CSU? Thanks!
