Can a 20 on the ACT get you in a 4 year school?

I'm wanting to go to UIC next fall but I'm not sure iof I should even bother. I have a 2.5 G.P.A and a 20 ACT (Really bad) but Ive been in and out of homless shelters in high school. This put a lot of stress onto me and I just gave up Freshmen and Sophomore year. Junior year I took 2 AP courses (Bio and Chem) and got A and B's in both of them. Senior year is coming and I'm taking Pre Calc, AP Gov, AP Econ, AP English, Newspaper (Want to major in communications), Physics and Anatomy. If I right a AMAZING essay what are my chances? Going to Chicago for school would be amazing but I don't know.

Any Advice?

Lol just noticed I wrote right instead of write. -__-

Yes, it is possible. However, don’t expect competitive schools. I suggest going to a 2 year school or even Community College and doing stellar there then transferring. A lot of people I know do this.
